Trying to make nav bar into two rows

I am trying to create two navigation bars one mobile variant page and this is when I get the error message. First I duplicated the nav bar and placed it on the page. then I Created a second nav bar and when I try to add a category I get the same error.

My goal is to have a two row nav bar so it will fit on the mobile page width. Is there a way around this?

You can have two or more navigation bars. And what you have done sounds like it should work. Each bar can link to different pages.

For mobile, I like to create my own navigation bar on a layer with large buttons. Just create a new layer. Add your buttons to this layer and link to the appropriate pages.
