Making similar mouse over button

I'm having such a hard time making a similar color and mouse over.

Can someone help me? I know you will....cause you always do!
It's those buttons that say "read more" There's also an arrow stick object of similar nature.
This is a site I am taking over from someone that made the WP site. Want to make it as similar as possible!

Yes, confused how to do the mouse off, mouse over state. I tried taking one of the ones online in the catalog and blundered it!
Don't need the databased site. So redoing one in Xara to launch some day.

This is what my brain is having a hard time doing, especially after I downloaded one from the catalog and tried to edit it!

Make a simple button with two states, mouse off and mouse over and link the button to a page or layer with the continuing information.

The arrow sticky object...I'll attach a picture but it too has the mouse over effect. Little blue rectangle with an arrow is a sticky object.

On the MouseOff layer, add the shape so that is looks like what the viewer initially sees.
Clone it and move to the MosueOver layer.
Pick that object and use Solo view.
Make changes to what you want when it is hovered on.
Remove the Solo view and soft-group both objects.
In Web Properties, add the <Top of page> link and Apply.
Position on page and make Sticky.
