Linking drop down menu items to layers

I'm having some trouble linking drop down menu items to different layers. Sometimes when I test it, it works, sometimes it doesn't. Can anyone recommend a fix for this?

Yes, thanks for taking a look at it. I should have mentioned, when I preview the web page that the layers are on, they work. But when I preview the entire website, they do not work. As a work around, if I have to link to pages rather than layers, I've started to duplicate pages.

Not checked your file but you cannot readily open a layer from a link.

I don't know what's going on here but you don't appear to have your drop-down menus linked to pop-up layers on that page but trying for some reason to link them to another pages pop-up. I don't know why your trying to do that. Just create the link to a pop-up on that page.

Hi Egg,
I was referring to the drop downs in the first tab (Communications Management). I had them linked to layers on pg 16 (which is where I laid out the design). When I viewed the page (16), it displayed fine. When I previewed the website, they did not show up at all. Out of frustration, I decided it was easier to duplicate pages and link the menu items to the pages. Would I have had to add those layers on every page if I wanted the drop downs to link on every page?
