For many problems there are simple and easy-to-understand solutions that do not work.
Perhaps uploading the .xar file here for someone to convert it for you might be the answer.

Hi rsrsrs - same problem using Designer Pro x365, although DP9/64-bit will export to PDF. Member (rubiksolver) posted the same problem on 13 June, and I replied to his comment with my own situation. I had contacted Xara support and eventually heard from them. Here is their reply:
-----------------------------------
I heard from Xara Support (June 30):
"We have managed to track the issue down slightly, we know it only occurs with 64 bit programs, which is why the issue doesn't occur with Photo and Graphic Designer, as this is 32 bit.
We are still looking into this, thank you for the information you have supplied, I will pass it along to our developers for them to look into.
I will keep this ticket on hold and reply when we have more information, or a fix for you."

I have Xara Xtreme5, Designer Pro versions 6,7,9(64-bit) and have downloaded a trial version of Xara Photo and Graphics 12(32-bit) . All will export to PDF on my Win7/64-bit machine. In my case, it is X365/64-bit that has the problem. Exporting to PDF is very important, in my opinion, and I hope that Xara finds a solution quickly. The problem started suddenly without any hiccups before.
I got this response from Support:We haven’t had any progress tracking the cause down yet, only thing that seems to be in common is that it affects DPX365 64 bit, the 32 bit versions seem fine, everything else, OS, AV, services running all seem to be different. We’re just about to release a patch that has a couple of PDF fixes within and see if maybe that fixes the issues for the users.

Owners are permitted to have both versions (32 & 64) installed on the same machine.
So the simplest solution for now is install the 32 version and export your PDF document from the 32-bit version.
When you consider the number of Windows OS being used, the variety of computers and processors, plus shared resources with so many other applications, I am often amazed that anything at works.
