layout is too complex to process

Trying to edit text. Cannot get past this error. When trying to remove "push", the error keeps showing up and not allowing the change. any other things to try?
"The requested change in page layout is too complex to process. Please simplify the page and try again"

To fix this, it is necessary to reduce the interactions between objects on the page. This means doing things like:
•Grouping or Soft-grouping things that should move together
•Removing push where it's not needed especially on objects that are also stretching or have "Footer" or "Auto" page positions
•Setting page position to "Fixed" or "Footer"
•Removing stretching markup
•Removing repelling

I was getting this for a while, I had push and automatic position on header and footer and everything in between.

I simplified it all, removed push from header and footer and only have it on text panels (rather than text areas) now which are shared with mobile variant.
