I am a new Xara user and graphic designer newbie

I wonder where may I find / buy pugins for Xara Designer Pro X, for photo effects etc ?

Designer Pro X has many filters already included. They are in the Photo Tool > FX tools.

You can also use many Photoshop compatible plug-in filters.
