If it goes in front of the navbar, surely it will stop the navbar being clicked on?
Even with "Bring to Front", then image is still behind the NavBar, hence it is not visible.
I think navbars are treated specially and are deliberately rendered on top.
There are some (as far as i know) unwritten precedence of layers rendered - sticky, stick at top, stretch etc. Well some are written but not all AFAIK. I recently had to oversize a top rectangle 3000px wide to overlap page edges to get consistent result as when it was stretchy it appeared in front of some page elements yet behind others even though it was on layer in front.
So the point remains why would you want to cover a navbar as you would stop it working?
If there is some effect you went to achieve with a semi transparent layer for example, perhaps explain that, you may be able to achieve it by ungrouping, applying effect and regrouping navbar.

Sticky objects are always positioned in the front, if you want an object to appear sticky but adhere to the layer system, try using the max parallax setting.
Full width objects are always position at the back.
Stick at top, nav bars and almost all other objects adhere to the Layer system.
Note: This is not a definitive list, I may have missed one/some and these can change.

If you are set the Nav Bar to be sticky then the HD logo also needs to be sticky.

OK. See if this is what you want.
I added a rectangle set to stretch full width to the Page layer and set it as sticky. Then I repeated this on all pages and locked the Page layer.
Also the nav bar and the HD logo are sticky.
