Webdesigner Premium 11.
The nav bar shows a colored background in the program, it previews correctly, but is not publishing live correctly. The background is displaying transparent behind the text menu option in both desktop and mobile.

I got it working. Hit my pc with a hammer, rebooted it and as mysterious as to the cause, it re-appeared after exporting again.

My wife always advises when things are not working, to REBOOT. Amazing how this often solves a multitude of issues.
