Deleting the rectangles on the Mouseover Layer which as duplicate carry the link from the MouseOff layer
makes the Mouseover Limbo work but gets rid of the hyperlink.

Wow, nice find: Show PopupLayer on objects which are already on the Popup layer (and which don't trigger yet another one).
That was typical copy/paste error I'd say... I see that this now works but can't say I understand why... :o)

Here's one version which only uses text, also for the underscore. It seems to come along with a single invisible link-holder
on the MouseOff layer.
