You really have to go through a 101 course by watching the Xara videos.
I am sure there are other excellent sources others will suggest but the graft has to be on your part.

In the Page & Layers Gallery there are two layers, MouseOff and MouseOver. You need an object in the MouseOff layer and an modified object in the MouseOver layer.
Select both objects and apply a link. (You will need to make the MouseOver layer visible to add an object and to add a link. Click the red eye icon to make the layer visible.
In the Link menu use the pound symbol # which will let you test the mouse over effect when you Preview the page.
The attached was done in Designer Pro 365 but will open (ignore the warning about newer version) in Designer Pro X9 if that is what you are still using.

If you import a Xara button onto your page and your design is a Print Document, it will automatically add MouseOver and MouseOff layers to enable the rollover you want.
