It looks like the Pasteboard.
Check it is locked.
Then right-click and select Pasteboard background > Edit pasteboard colour.
Alternatively, drag a colour from the Colour Bar and drop on the Pasteboard.

I figured it out. I had to edit pasteboard ans then click on the drop down arrow and pick the color that the pasteboard already was then i could change it. I was just picking a color and changing something else.
