Buttons occasionally not working

I tried to create some buttons with mouse over effect from scratch. I can't figure out what I did wrong. As I mouse over the buttons sometimes nothing happens as if it's not linked to anything.

In your menu, you have grouped three vertical bars and these are the topmost object.
As they don't have a link they are hiding the ones on the menu.
Move this group to the back (Ctrl+B).
