Going around the bend trying to figure how to do this.
I want to have a clear text box with a boarder round it with no fill colour, text padding of say 15 pixels so the text is not against the side of the boarder line.
Can anyone help please

Welcome to TalkGraphics.
Two ways, though there are lots of approaches.
Insert > Text Box.
Type text choosing font size and font.
Resize and reposition.
Use the rectangle Tool and create a box with a border but no fill.
Centre and adjust both text and both to your need.
Soft-group both.
Insert > from Content Catalogue...
Pick Smart Shapes > text panels > Text Panel.
With the Text Tool, click into the downloaded text.
Change it for yours.
colour and pick your font.
Adjust the red line control points to suit your width.
(Note, the changes are dynamic and the box grows or shrinks).
With the Select Tool, Ctrl-click the box and Clear its colour fill and add a line width.
