I found this page with FAQ's about PI8, http://www.ulead.com/tech/pi/pi80faq.htm, which says:

Q: When I installed PhotoImpact 8.0 using the Windows 2000 platform, I received the error message:"1608 Unable to create InstallDriver instance", and the program stoped installing.
