Can Woo Commerce be used with Xara to create an on-line store? I understand that Ecwid can be used, but are there otners? Perhaps ... free ones?

The answer is no, woocommerce is a plugin specifically for wordpress. For xara Ecwid would be the best bet for a full on ecommerce store, although if you do not need all the features and only have a small amount of products then paypal buttons are also good.

Is Ecwid the only ecommerce store platform ...or are there others which are free as there are for use with Wordpress?

There are lots out there, a simple google search will bring up tens of them, I have found that ecwid works very well with xara. But be aware that xara's customer base is no where near wordpress so you will not find any where near the plugins that you will find for wordpress. If you want to design a simple brochure type website with absolute freedom to design what you want then xara is for you, if you need full ecommerce, blogs etc etc then wordpress is for you.
