I did not mean to give the impression your link was BS, so if I did sorry; your link is a good statement of the position and it references the report I linked; there is a review going on into bringing US copyright into the modern digital age [a tide we are unlikely to turn back] - there is consultation, but no actual legislation is progress that I know of, just some long standing proposals

there is a lot of hype around about this disadvantaging all artists - that's the internet for you, just as it can already disadvantage artists just by existing - my work, pictures of me even, could be used in local advertising on the other side of the world and I would likely never even know about it

what the US Copyright authorities are trying to do is work out how to introduce some modern 'rules' - your link puts it better than I can
