I was able to reproduce the effect. You could get rid of the problem if it is an option to change the background of the top bar to a strechy object. You would need tree separate objects to avoid changing of the height of the bars when changing the width of the browser window.

I know this is a fairly old post, but I just had the same problem. I fixed it by, instead of using the "link to anchor" option, putting "page.htm#anchor" in the standard "link to web or email address" line (obviously "page" is not the name of the page, and "anchor" is not the name of the anchor). This stopped the problem immediately. It disables some transitional "animated" aspects of it, but I think Xara's attempt to animate the jump to the anchor was the problem.
