Looking for website designer

We currently use Xara at work and have a couple websites that we built using the software but they are pretty basic based on limited knowledge of web design. We are looking for a updated look and someone to design something based on our specs. After the redesign, we would maintain the site. We prefer someone from the USA we can talk to on the phone if needed. I'm new here posting so if I'm doing this wrong, or posting in the wrong section please let me know.

I expect you may get a lot of responses from our so-called Dubai website designers, though at their current rate, probably not for at least two years or more.
