Can not select header

Just downloaded the trial version of WD 10 Premium. Worked thru the "Getting Started" without a problem. When I opened/imported the available template I am unable to select the header block on all but one of the templates. Can select the footer block, images and text blocks. I'm I missing something?

Is it perhaps on the page background layer which is locked?

Welcome to TalkGraphics

Open the Page & Layer Gallery and click the red lock icon next to the Page Background layer.

This layer is locked so that users do not accidentally delete or move elements in the header.

Lock the layer again when you are finished editing.
