As I've not seen any examples yet, I would think it unlikely if you are talking about images down to the sub-menu level.
You can roll your own using pop-up layers.
I have used CSS mega menus for this purpose.

Yes, but it requires a bit of work. You create layers and add your photo buttons to the layers.
Go here for an example http://www.gwpriester.com/menu-test/ This is a bit extreme and probably more than you want to do but the process is the same.

xara's own menu maker is really a disappointment in this regard
it is simplistic in the extreme
windows h8 lovers might like it
but for the rest of us we look elsewhere

I checked out CSS Mega Menus and it's a nice little tool. Unfortunately, it's quite limited in its free version form and I can't really justify the expense of the full version.
I wonder if Xara might consider adding greater menu capabilities in a future release.
