Can it be done with some kind of HDR, saluration and blur settings?

    Thanks!

Try a radial blur with custom settings you will also have to work with the levels. You will need to convert the background to a "smart Object" (depends on what ver. you got) then give the slight radial blur use zoom and best then in a new level paste in duplicated. Then use a radial gradient mask - Black to white - across your artboard, then on the same filter in the layers palette you will want to reduce the opacity down. Now I am doing this from memory so I may have missed some stages so sorry if that has happened.
You can also do the "tilt - shift" view which would work as well. Don't know if this ones the best it came first out the bunch when I did a search: http://www.photoshopessentials.com/p...ilt-shift-cs6/
    Design is thinking made visual.
