I don't know if we can assume that the font [if it is a font] has no 'U' it might just be that 'V' has been used because it 'looks more Roman' without any appreciation of phonetics/vowel/consonant/alphabet considerations in the font itself

it looks way too fiddly for a stone carver to me - so I am inclined to 'stock font that has been doctored' or as you say a really obscure 'made for a specific purpose'
