Advice about Xara Designer Pro X9

I use WD MX Premium and occasionally Photo & Graphic Designer 2013. I'm intrigued by today's offer of Xara Designer Pro X9 and wonder if its web design component is in fact an upgrade from MX Premium? Thanx for any insights.
