Edit placeholder shortcut inconsistency

If you put code in the body section of a placeholder the edit popup brings you to the Placeholder tab in Web Properties but if you only have code in the head section the shortcut instead selects a tool on the left. Not a major thing but it is annoying when the link doesn't act as expected.

Edit: I've attached a xar file showing some of the inconsistancies with placeholder shortcuts.

xtom, I mentioned this a time back and sledger replied that it was a known bug. How many versions does it take to clear something so minor?
