Yes, the toon doodle is celebrating with a toast (drinkable as you already noticed), but actually he is just drowning his sorrows due to the fact that there aren't new features for artists who just wants to draw vector illustrations :-(
But on the other hand, he's very happy he doesn't need to use Adobe Illustrator (that why he's smiling) :-)
