xdp9 text tool infobar fly out registry fix

for those setting up their xdpx9 and who hate the text toolbar flyout here's a reminder of the fix

the flyout should now be a permanent part of the text tool infobar

@John Yes, but XaReg at the moment does not support Designer Pro X9.
