Please how do I make a picture over the whole top? I make a website and want to put on top of the image that was on the hill across the entire width. How to do it?

See the attached.

Create a long thin rectangle with the green part at the same place as your header.

Create a bitmap (Arrange > Create Bitmap Copy). 96dpi

Open the Bitmap Gallery. Hold down the Ctrl key and drag and drop the long thin rectangle onto the pasteboard (the area outside the page).

If you want the color to match the page color, then change the color of the rectangle before you create the bitmap.

I've come around to it. But when I want to just above the waist why it gives me a bottom?

You need to make sure that it is the exact same length as your page.
Make sure that the width is in whole pixels (can be any width)
Select it then right click and 'Create bitmap copy'
Delete the bitmap copy
Go to the bitmap gallery
Select the bitmap
In the bitmap gallery, click on 'background'
That's it.

It is made from a pink rectangle at the top, then a white rectangle then pink then white and the footer is a dark grey.

Firstly make sure that the width is a whole number in pixels, (46px not 46.5px)

Secondly you do not need to drag the bitmap on to the page, just select the bitmap and click on 'Background'

Also move your rectangles to the grey paste area.
