One thing bothered me. There's also a setting called "LineWidthsPixel", and, until now, I couldn't figure out its purpose.
LineWidthsPoints and LineWidthsPixel are both for setting a predefined list of line widths. When you set both, you are presented only one of them. Which one it is depends on the units used. If, in Page options, you set millimeters/centimeters/inches/feet or whatever "real world" unit of measurement, LineWidthsPoints comes into play. When you set "pixels" as your unit, LineWidthsPixel is used. So, it is possible to have two different lists of predefined line widths.
