Problem with Photo and Graphic Designer 2013

When I start up P & G whenever I import a graphic the fill tool bars automatically show up on it even though I haven't touched it. Whenever I bring in another graphic I can bring move it around on top of the first graphic unless I reduced it. At which point when I move it, it kind of slide through a window and disappears underneath the original graphic and if I try to move it out from underneath it show as a blank square with the fill tool bars on top. I have included some screen shots. I have been running it for about 3 weeks with no problem until now.

You have 'Show Fill Handles' enabled on the tool bar.
