How to keep a text box always visible

I have a text box that has links to anchors. When you click on one of the links that is towards the bottom of the page, you no longer can see the box. Is there a way to keep this text box always visible by moving the box in the Y position as you scroll the page.

Thank you for your help...for a followup, is there a way to have the box move as I scroll the page until the top of the page reaches the box and then the box be fixed? Let me know if I do not make any sense.
