You cannot feather a image. You can feather a selection. If your trying to blur an image use gaussian blur. You will have to change the gif image to RGB then back to gif after done applying filter and what not. [img]/infopop/emoticons/icon_smile.gif[/img]

Photoman is right, you can't really apply Feathering to a Gif.
Your Gif though will no doubt have a white background on it, which can make it a little more complex to describe to you how to Feather (soften) it's edges.
If you can post the image here for us, i think it would be easier to explain the method(s) you'll need to use to achieve the results you want.

Is this what you're trying to do Vietnam? Blurring the edges of the photo?

Ok, I'm going to try and take a stab at this. Your wanting to delete the background to white or some color and feather the edge of the couple in the photograph. Like this here?

aaa ok, now i see what you want.
Yes, just create a selection around the two people, and press CTRL+J. That will copy them onto a new layer without the original background.
Then add a Layer Mask to that new copy of them, and Ctrl-click the layer. Then press CTRL+SHIFT+I to invert the selection, and Expand the selection by 3-4 pixels. Fill it with black, Deselect, and apply a Gaussian Blur to the layer mask. Play with the amount of blur until it looks like you want it.
