When I try to publish a new vresion of my website, I get msg from server that it timed out.
This msg can come up quick, or after a delayed time.
Any ideas would be appreciated. Going nuts.

WOW. I am now advised that ISP had my IP blacklisted for an unknown reason. The ISP has now unblocked me and I can update.
So new problem, has anyone found a problem with XARA WD7 premium that seems to have "suspicious activity" that could cause an ISP to black list a computer.
Should I upgrade to V9? Thank you for helping me.

This can happen with repeated attempts to access your FTP account/address over a short period of time with invalid credentials. Possibly when you were trying to publish earlier.
Not a problem with Xara Web Designer at all.
Upgrading to V9 is still a good idea though
