A way to make App buttons

I am looking for a way, app, or service to make IOS and Android buttons.

I have looked at quite a few graphics apps from Gimp all the way to PhotoShop and want something that I can define a theme, and then tell it how many buttons I want, what text I want on them, and how big to make them, and have it create both the up and down state buttons.

Is there an app or service that does this?

I've created Android app graphics for a friend's apps using Xara Designer Pro X.

Stubones, I've never heard of a program or service that spits out buttons. I think you'll just have to make them. As Steve says, Xara software can make the buttons as can many other programs, but it takes some effort on your part.
