Non-printing comments?

I've searched for an answer to this, but can't seem to find any.

Is it possible to insert text "comments" into a Designer layout that will not print? A number of other programs allow this - seems like Designer ought to make this possible.

Sure. Put them on their own layer and set the layer to not print. Do it all the time.

Placing your text off the pasteboard so the shape does not touch it also works.
Using the Page's Placeholder head and inserting the text as HTML Comments.
This latter way publishes them into the bargain.
