how add new anchor points consistentially to selection

I use object >> path >> add achor points, but even if a selection is in use add anchor points to the entire object

If you use the Pen Tool you will have much more control on where the anchor points are placed. The Pen tool has a small triangle at the bottom, press that and you will see the +Pen Tool icon.
