It certainly does along with a host of others.

In most recent versions of PhotoPaint it is the bottom icon on the main toolbox down the left hand side.

By default this 'flyout' tool button shows the artistic brush, if you click and hold this button it extends to show some more tools, the one you are after looks like a cotton wool bud stick (often called a q-tip in the UK), correct name is 'effect tool'

Activate this and the property bar will change to allow selection of many tools including the ones you are after. Or you can use the 'Tool Settings' docker / roll-up to select the effect you want.

    another question:

how can i make a selected area seem to stand off the page a bit? instead of giving it a shadow, i'd rather give it some type of edge. something to make it look like it's raised a little higher from the background.?

    thanks!

    Check out this tutorial at
    3D Button Tutorial

Although it is about creating buttons, it does cover the 'The Boss' filter in some detail, and is easily adapted. This filter is great for playing around with to discover what it can do. As long as you have a mask shaped like the object you want to raise this filter can help.

Also if you have Photopaint 9 or greater check out the custom/bump map filter, this filter takes a greyscale image and creates a height field based on how light or dark the image is.

For example, create a default document
    draw a filled black circle
    Guassian blur 5 pixels
    Invert the image (image/transform/invert)
Convert document to 8 bit greyscale and save it
    Create a new default document
Fill the whole document with some kind of patterned fill
Then goto the custom/bump map filter and load the previously saved greyscale image.
