perhaps someone may know a way to do this but as to my knowledge "no". You can simulate this by using masks and splitting the movie off into sections. Then you can display scrollbars that control separate movie clips.
Good luck,
Scott
As far as I know, this isn't possible. As Stinger suggests, it's possible to emulate it, but using HTML in Flash is quirky. In fact I think you actually need to use Flash's XML support to do any HTML-like things in Flash. I could be wrong. We haven't had anyone ask to do this.

Sounds bad... my idea was to make an entire webiste in pure flash but if I can't do this thing then I can't put for example a bulletin board inside flash (CGI-board) and still have the same bakground and stuff...
So there is NO way "embedding" a HTML-frame? I know there is a way inserting basic HTML-code but only to modify textproperties... cause flash ignores the more advanced HTML-code like <table> and stuff, right!?
If the background is all you are worried about just make seperate movies for each HTML frame and publish your flash with a transparent window setting. Use the background you want in your HTML code. The only bad thing about doing it this way is that it can cause your movies to run slowly. At least on my browser (IE 5.5) it does.
If you are looking for more than just a common background, I'm afraid you're out of luck but perhaps we will be able to do things like this in the future with Flash.
Good luck,
Scott
the thing is I want the background to be a flash-component...
