No Layer Gallery button

The "Page & Layer Gallery panel only shows Page Gallery buttons (viz New Page, Duplicate, Delete and Help) it does NOT show Layer Gallery buttons.

How can I make it visible please (I have tried the Window menu control bars options, but nothing gives me access).
Spent ages on this, hope you can help.

Using Xara Web Designer MX Premium ver 8

well if it works like xara designer you click on the arrow to the left of the page name in the gallery itself [<no page name> in a blank document]... or double click the page name... either of which which expands out the layers and with them come the buttons

oh and you have to have selected a layer in the gallery for the layer button to show, otherwise it will say as page
