    i started a new document 400 width 100 height and i want to spread a pic out to be the background

    Don't start with a new project, just Click File/Open, and find the picture you want to use as the background, and it will automatically BE the background.

    Do these steps after Opening it:

    1) Click Image/Mode/ and make sure it is in RGB mode. (This makes adding layers possible.)

    2) Add a new layer for the images you want to place on top of the background. (Layer/New/New Layer)

    You don't have to use layers, but it is MUCH easier to work on images if each separate component/image is on a different layer.

    3) Resize the background image(which will resize the whole project) by clicking Image/Image Size, and choosing the size you want. (400 X 100?) You may need to uncheck the Constrain Proportions checkbox at the bottom to get the exact size you want.

    You will lose resolution/sharpness if you enlarge the original image too much.

    If the Layers Palette(window) isn't open, Click Window/Show Layers, and see how the layers are arranged, and notice that the original image is called "Background".
