Custom Website header

Does anyone know how to create a custom website header and size it? I've used the templates, but what to make my own from scratch and then size them to 960 wide by 150 high pixels

Sure. Create a rectangle 960 pixels wide by 150 pixels tall. And add your content.

Is there anything specifically you want to do. Add a photo and/or text for example.
