How do I get a Zara template to fill the entire browser window, I went to "utilities" and then to "options" and I tried all the different sizes yet none of them fill the browser .

Xara templates are not designed to be able to resize according to a browser window size. They are a fixed size to support What You See Is What You Get (WYSIWYG).
For the designer's vision of how the page is to look there must be allowances for vertical scrollbar and other window dressing items so the main content is presented correctly.

The answer to the original question surprises and disappoints me as well. Are you saying hat there is absolutely no way to use Xara to create a website that covers the entire screen even if you don't use the Xara templates?
You have landed on a thread that was from 2012.
The best way to have your site fill a whole page is to design your site with the same page and background color. Then add your content on the page.
If you have content that you want to expand to fill the full width or the full height of the page you can use the Sticky/Stretchy feature which is accessed by right clicking on a object and selecting this option from the menu. For more detailed info, click Help in the menu for a complete summary of the covered features.
