Is there a way to control the output order of elements in WD?

I've been trying WD for the past few weeks and I like it. Is there a way to adjust what items get their code generated first. At the moment, I have bits of content that should be together, in completely different areas. (Does the layer order dictate how the renderer/filter generates the code? I tried playing with it a bit but couldn't find any pattern)

The reason I'm interested is because I'm trying to make the site as SEO friendly as possible. I'm using HTMLBlocktext already which avoids breaking keywords.

I'm very new to SEO so I might be exaggerating the importance of this.

Yes, the general rule is items lower in the layer stack get outputted first.
