When clicking the arrow next to the page to open the layers in the The Page & Layer Gallery.The gallery opens up 1/3 across the page.
Photo & Graphic Designer 7 you can then adjust this to your own choice and it stays there no matter how many time you click the arrow.
Not so in Photo & Graphic Designer MX it returns to it original position.

I had some problems with this as well when I first set up. What I did was open the Page & Layer Gallery, click on the little thumbtack icon, then click & drag the title bar of the gallery out to the middle, so the gallery was floating, then I could drag it onto the dock icon on the right-hand side of the screen, and it has stayed there ever since.
