How I can add a second language section/index in my web-site (designed by Xara Designer Pro 7)?
Such as; My orginal web & navigation bars are English, but I wish to add Spanish & French languages for my foreigner customers.. Thanks

Basically you need to create a separate version of the site for each language and have your language buttons link to the appropriate version.

You can create the basic site and then save the document with a different title, for example mysite-spanish. Then change the language and the text on the navigation bars.
