No. It's a vector versus bitmap effect.

As Mike said, It's vector. Using it is quite similar to Liquid Colour, but there seems to be more control over the size and speed of the drawing. Also, the twirls can be clockwise or anti-clockwise within the same drawing.
Edit: With care and practice the results look pretty good. The twirl has no effect on the fill of the object, unlike the Liquid Colour tool.

You can have clockwise/anticlockwise in the same drawing with Liquid Colour. Definitely doesn't end up as vector though ... wish it did
