can't find the Live Effects toolbar

perhaps a dumb question but i can't find the Live Effects toolbar in MX premium, can anybody point me in the right direction?

Select an object, click the red 'plug' icon on the toolbar then click the 'New>' button on the info bar.

There is no Live Effects toolbar but there is a Live Effects tool button. It has a pictogram of an electrical plug with cord and is located on the vertical toolbar at the left of your screen, right above the "3D" button.

I'm on a different computer right now so I can't do a screen grab but I hope the description is enough for you to find it...

Select a bitmap (or a vector object), click the Live Effects Tool, then click the New button shown in my attachment top left. (If nothing is selected the New button will not be enabled)

This opens the menu with the live effects. Many of these effects can be applied to vector objects as well as bitmaps.
