Steve do you mean that you cannot export the website and then open it with your favorite browser?
You cannot bypass the Preview except by exporting the web site and open the index.htm(l) in your favorite browser

when I first read that I read it to mean use the previewer with chrome
then I reread it and thought, no maybe he wants to 'preview' in chrome without using the previewer at all ... and as you say, the only way to do that is to export first .... [which is then not actually a 'preview' but an exported unfinished site]

Every Windows Vista/7 user has IE installed as part of the OS, Xara uses the installed IE but in IE7 compatibility mode.
As Xara cannot know which or if and alternative browser is installed and to make sure you have a preview feature at all they use the IE controls of the version you have installed on your PC. As far as I've been told, Xara doesn't install it's own.
Though I can see what you are asking, that an Options checkbox be available to send the preview directly to another browser if it is installed..
Dreamweaver has this option, so yes - it would be useful.
Steve Xara does not install it's own browser, simply uses the process provided by M$ WebControl.
Watch the WebDesigner.exe or DesignerPro.exe Process and see how the memory consumed increases when you preview your page. No new instance of IE is created. Close the Preview window and the extra memory is returned to the system.
If you click on one of the browser buttons you can locate the new process created by the browser.

Right Steve, I was agreeing with you.
Being able to launch any installed Browser for viewing the design without the Preview would be nice.
