Pop up picts acting strange in IE and FF

I have put pop up photos on my web page using the Image tab of web props. When exported and displayed in IE and FF they sometimes open in a new browser page but only the first time they are opened, after that they act normally. Any ideas?
I am using DP7 on Win 7. IE 9 and FF 9.0.1

I've noticed this happens if I click to test before the page has fully loaded into the browser cache.
This might be because the page and contents are quite large or the connection (at the time) is a bit slow.

I get the same problem when I am running the site from the html copy on my hard disk so it shouldn't take very long to load but I will give it a try.

Have you optimised all JPEGs?

Yes, all JPEGs are optimisated. I think that I was probably hitting the button too quickly. It is on line now and seems to be OK. Many thanks.
