What sort of file are you trying to import? Check the File/Import dialog to see the list of file types that it can import. The message implies that it has taken a look at the file and doesn't think it can understand it. If the file is corrupted or otherwise not understandable then it is possible that the program might crash in this sort of way.
Given the age of Webster 2 you may need to run it as administrator. You may also need to add it to the exclusion list for DEP if that is enabled on your computer.
Right click on Computer. Select Properties. Click "Advanced system settings". Click Settings button in top "Performance" section. Select "Data Execution Prevention" tab. If the "all programs" option is selected then click "Add..." and browse to the Webster.exe.
