Index background color and space above index page

I have two issues that might be related. I can change the background color on all layers except for the index layer plus there is a lot of space above my index layer. The top of my index page is a 0, but there is enough space to add a couple of new layers above my index page. I'm hoping the fix will resolve both issues but the background color of the index is most important. Does anybody have any idea how to resolve this issue.

I fixed my index background color issue. (should have read other post to see is someone else had the issue) but I still am puzzled about the amount of space above my index layer while designing my website. Seems a bit strange, when I publish the website, everything looks ok on the internet.
